About the Instructors
Frank Kubala
Mr. Mr. Kubala has been with Eastern Kentucky University for the past ten years.
He now supervises eight instructors who teach investigative courses to
experienced detectives and police officers. Prior to beginning his career as an
instructor, Mr. Kubala was a police officer with the Lexington-Fayette, KY
Division of Police and the City of Hollywood, FL Police Department.
Jerry Wells
Mr. Wells is a thirty-year veteran of the Bowling Green, KY Police Department.
Mr. Wells moved through the ranks from police officer to deputy chief of police.
He retired in 2006 after serving several months as interim chief of police. Mr.
Wells currently teaches and performs community police assessments for the
Regional Community Policing Institute at Eastern Kentucky University.
Jeff Mayberry
Mr. Mayberry has been an officer with the Kentucky State Police Department for
21 years. He is currently Commander of the Richmond post. Prior to this
assignment, he was commander of the Special Operations branch which includes the
hazardous devices/materials unit and the canine section. Mr. Mayberry was
recently tasked by the Kentucky Office for Homeland Security to conduct
vulnerability assessments of identified critical infrastructure.
John Carlsen
Mr. Carlsen spent thirty years in law enforcement and emergency management
with the Nassau County, NY Police Department. As county director of emergency
management, his responsibilities included coordinating terrorism efforts,
directing hurricane preparedness activities and training police executives and
supervisors in incident command. He is a subject matter expert with Science
Applications International Corporation and EG&G. He also works as an adjunct
instructor at Texas A&M University’s National Emergency Response and Rescue
Training Center.
The Rural Domestic Preparedness Consortium (RDPC) was established by Congress
and the U.S. Department of Homeland Security (DHS) to develop and deliver
relevant all-hazards training in support of rural homeland security
requirements. All training delivered by the RDPC is certified by DHS and offered
tuition-free to the nation’s emergency response community and associated

About the Course
Event Security Planning for Law Enforcement Professionals This is a planning
and management course designed to introduce basic principles and skills
associated with planning security for events in small communities and rural
areas. Key elements serve as the basis for the course:
Review of the National Incident Management System (NIMS), and the Incident
Command System (ICS) and their relationship to security planning and management;
Description and examples of events and venues, high-risk activities with
security considerations, potential security incidents, hazards and exposures,
and consequences to those incidents;
· Guiding principles for eventsecurity;
· Fundamentals of risk assessment;
· Key components of event security planning;
· Role of actionable security intelligence;
· Decision-based video scenarios to plan for potential “security”
incidents/planned and unplanned security hazards/exposures;
· Event planning exercise;
· Pre-incident planning; and
· Decision-making syncmatrix/ software.
