Board & general meeting
February 3, 2010
The meeting was called order by President Vernon Chinn at 1:00PM.The meeting was held in the Jefferson room at the Ramada Inn , Topeka Kansas.
A motion was made by Brian Whipple to accept the minutes of the last meeting as presented. Undersheriff Richard Powell seconded the motion, motion carried.
The treasurer’s report was given by Secretary/Treasurer John Fletcher. After the reading, a motion was made by Sheriff Fletcher to accept the report as presented, motion seconded by Sheriff Ron Ridley.
A report on the 2010 – 2011 legislative issues was submitted by legislative chairperson, Sheriff Frank Denning, Capt. Bob Keller, and KSA Lobbyist, Ed Klumpp. The report included bills affecting replacing the Sheriff with the Undersheriff rather than the County Clerk, definition of domestic violence and other issues affecting Kansas law enforcement.
Sheriff Sandy Horton made a motion asking that the KSA support the proposed primary seat belt law. Motion was seconded by Sheriff Randy Rogers, motion..
Sheriff Denning handed out cards to be distributed to legislators at the legislators reception. The cards contained bills supported by the Kansas sheriffs.
Sheriff Dean Bush made a motion that a letter he composed to State Senator Brungardt asking that the legislature take no action on the profiling bill during this session of the legislature. Sheriff Dave Zoellner second of the motion, motion carried
Ed Klumpp said that Senate Bill 375 illuminates the death penalty from the Kansas statutes. He asked for the position of the Kansas sheriffs Association. Director Larry Welch made a motion that KSA oppose the legislation. Sheriff Roger second the motion, motion..
Another issue Ed Klumpp was asked to monitor is the reorganization of District and Magistrate judges in the state Kansas. The sheriffs Association has always been in favor of at least one Judge per County.
The issue of sale of narcotics within 1000 feet of a day care center or school was discussed. Legislators are looking at the possibility of adding to that statute. Sheriff Denning made a motion that KSA monitor the issue at this time. Sheriff Jeff Herrig second the motion, motion carried. This is Senate Bill 435.
KLETC Director Ed Pavey stated that the suggestion has been made that the Kansas law enforcement associations contribute $500 a year toward the maintenance and upkeep of the law enforcement Memorial in Topeka Kansas. Sheriff Dean Bush moved that the Association make the annual contribution, Sheriff Ken McGovern seconded the motion, motion carried.
Sheriff Ken McGovern noted that the dates for S.A.M.S. is too late in the year. He stated that as an example this year the Kansas Legislature meets the day after we had our legislative meeting. He suggested that the S.A.M.S. school and legislative reception be earlier in the month of January. There was some discussion regarding not having the conference during the Kansas day ceremonies and the Martin Luther King day ceremonies. Ed Pavey stated that he had already consulted with the Romada and staff regarding dates for the next year’s S.A.M.S. Those present at the meeting agreed with McGovern and asked that we seek to change the dates next year to more toward the middle of January.(after the meeting Ed Pavey and I met with the Ramada Inn staff.
The dates of Monday, January 31 for 2011 could not be changed because of prior commitments the hotel had. However we did secure the dates of Monday, January 23, 2012, Monday, January 28 for 2013, and Monday, February 3 , 2014. These dates are the only dates available at the hotel)
Superintendent Terry Maple reported that the Kansas Highway Patrol has had its budget cuts significantly for the coming year. However he says that they will continue providing service to the Kansas Sheriffs.
Director Robert Blecha stated that the KB I is also suffering from severe budget cuts but he maintains the Bureau will continue to provide criminal investigations for Kansas Sheriffs.
Sheriff Randy Henderson stated that he has appointed a new Undersheriff for the Reno County Sheriff’s office. The new Undersheriff is Shelton Stewart, former Captain.
Executive Director Darrell Wilson informed those present that he and Carol have informed the Executive Board their intentions to retire. The executive board is in the process of the selecting their replacement. The Wilson’s have managed the business for the Association for over 20 years. Wilson expressed their sorrow for this necessary move and stated how they appreciated the years that they’ve spent with the Kansas Sheriffs.
