MUINTES OF NOVEMBER 20 2009  in Topeka

BOARD & GENERAL MEETING

 

      Prior to calling the meeting, Attorney General Steven Six addressed those present at the meeting. He stated that the AG’s office was there to help the Sheriffs Offices and not to hesitate to ask for his assistance.

     Also Steve Culp spoke and introduced the new Chairman of the Kansas Commission on Police Officers Training and Standards, ( KS_CPOST) He is an Attorney from Wichita by the name of  John Carmichael.

    The meeting was called to order at 1:45 PM by President John Fletcher.

    Sheriff Bob Odell moved that the minutes of the last meeting be approved as presented, second by Sheriff Randy Rogers, motion carried.

    Secretary/Treasurer Ken McGovern gave the treasury report stating that our balance is down considerably because of the recent drop in the stock market. We hope to recoup the loss as soon as the market recovers. However, at this time we are in good financial condition. A motion was made by Sheriff Randy Rogers to approve the report, second by Sheriff Jeff Parr, motion carried.

    A  legislative update was given by the Chairman of the KSA legislation committee, Sheriff Frank Denning and Captain Bob Keller both of the Johnson County Sheriff’s Office. Among other things, the racial profiling bill is in question again. The main issue for law enforcement is changing the wording in the section regarding stops from “ Race shall not be the sole reason for an arrest or taking a person into custody” to  “ a reason”.

Law Enforcement questions the change. A number of issues were discussed, to many to mention here.

    Director Ed Pavey of KLETC gave a report on the construction at KLETC. He stated that he expects the new dorm to open this summer.  He also reported that KC-CPOST  is in the process of moving their offices to Wichita. from the KLETC grounds. Richard Powell will be leaving the Center to except the position of Undersheriff for Sedgwick. Mark Damitio will be handling his duties for the time being.

    Pavey also reported that the Sheriffs Administration & Management Seminar ( S.A.M.S.) will be in Topeka at the Ramada Inn, February 2, 3, and 4. the Joint legislation conference will follow on Feb 4, afternoon and evening.

    Herman Jones reported the KHP is working on and near completion of the electronic reporting system. Colonel Maple was meeting with legislators at this time regarding the system.

    Johnson County Undersheriff Daryl Reese that the 911 tax is scheduled to expire in July of 2010 . Suggestions for funding to continue the funding is being considered such as , gambling, cigarettes, alcohol. However, the present method of taxing may be extended, telephone bills.

    The retirement of Sheriff Gary Steed and Sheriff Bob Odell leaves openings on the KS_CPOST board. One for Counties of 50,000 and over and one for 10,000 and over. If interested send a resume and letter of interest to KSA by email. ksa@kansassheriff.org.

    A discussion of continuing the booth at the State Fair was brought up by Darrell Wilson. Eventually a motion was made by David Zoellner to discontinue the booth at this time and perhaps resume when financial conditions change. Second by Sheriff Denning, motion carried.
